Yes I know a couple of people who refuse to use/own/have mobile phones or a tablet with calling ability. When most of the Telstra copper network was forcibly handed to NBN Co over the last handful of years almost all fixed-line phone and internet services provided by normal telco's over copper went away so a huge number of residences with a fixed-line phone either ditched them or had to get an equivalent VoIP phone if they wanted to keep the service.
I dumped fixed line for phone in mid-2020 when the NBN 'equivalence' period for my area expired and now only use mobiles. It's good in some ways and really shit in others, because with fixed line you can 'disconnect' from being 'always contactable'. Not so easy to do that with mobiles.

My parents have one cell phone between them. Usually it isn't a problem. Mom is usually in the house and close to the house phone. On a good day dad is out and about and has the cell phone with him.
There was that one time mom had a dr's appointment and carried the phone with her and my dad went over to the farm to work without a phone. It wouldn't have mattered anyway since he could not have heard it over the tractor but there was about an hour that mom was looking for him and couldn't find him.

I have a mobile phone of my own, but I refused to accept one supplied by my work as a refuse to be connected to the work ecosystem 24/7. Only time I access work intranet is on a 'toaster' terminal at work.
I claim half my mobile phone costs each year on tax as a work-related expense. I would prefer to still have a landline at home, but can't get one anymore since the NBN here replaced fixed-line phone services with digital only offerings.

My brother. And he really should not have one either as he already falls for multiple instances of internet disinformation and is now a bitter, angry, terrified person because of it.

No. Even people on benefits have smart phones coz they need to apply for Universal Credit and manage their claim online.

Not anymore, no. With plans like MintMobile even the most poor of people can afford it, if they can get a phone to begin with.

@InOtterWords my dad also did not have a phone but he was super elderly and couldn’t see or hear well
