Grats on the new rig. That 1650 will be able to play some mid range titles, but not AAA ones. That is fine though, if you're not going to play the latest and greatest games.
The usual fix if it's hanging often is to just wipe it and do a clean install of windows. Often times, proprietary brands like HP, Dell, etc love to install a load of their crap on the machines, also known as bloatware. Anyway my usual ritual is to always do a clean install myself.
You could also always get HP to look at it since it's new, and if you're not familiar with doing it yourself.
