My neighbor has 4 dogs and they can't stop barking what can I do?

@RippinKlouds had neighbors in the early 70s that were hoarding animals, mostly dogs. The goats would get out and eat our landscaping, the dogs barked all night when a car would drive past on the main road or they heard a noise, some of the dogs had mange or distemper, and no one wanted to do anything about it till a police officer bought the home across the street from them (rural area). He made one call to Animal control and they came out and filled the back of their truck full of dogs that had mange or showed signs of disease. They estimated 120 dogs at that home besides all the other animals, and they caught and took 35 dogs. Those people were moved out by the weekend, they never took care of their house or land but somehow they got their butts in gear and moved out quickly. I finally got to sleep good at night again.
