My neighbor has 4 dogs and they can't stop barking what can I do?
Constant barking and yapping all day and night and it never stops.

Start documenting when and for how long they bark. If it is almost non stop then talk to the owners first. Sure, they most likely will not be able to stop them from barking.
Speak to the Local Council, get advice from them.
