It is tricky because "dumb" is such conceptual idea. It feels like we all have KPI's of what is smart or dumb but not so much beyond that. I guess going key indicator idea I could offer up:
Inability or struggle to create or understand conceptual models
Inability or struggle to validate or invadiate hypoticals
Inability or struggle to understand premise conclusion relationships
noticable slower learning rate compared to peers / inability to learn
monolangular and simplistic understanding of their primary language
Inablity to struggle understanding coorelations (cause and effect)
low decline in increase of mental understanding of the world they live in from high school to late adulthood / aka mentallyl peaking in high school

Swearing in front of children - I agree that is bad, but I don't like gratuitous swearing anyway even when no children are present. I swear when stressed but usually when alone and usually by something my fault!), and I am not proud of it.
