Because there were a few clean ups and sweeps of all the adult sites over the last 10 years and everything that had any sort of "Daddy, mommy, daughter, son, forced, etc." got scrubbed and removed. For obvious reasons. So now in order for them to be there everything has to have some degree of "legal" familial separation. Thus everyone is now a "step" something. Bc kink sells and while many would not ACTUALLY do it they certainly enjoy fantasizing about it.

I think step family porn is basically a workaround for biological incest. It's a bit of a grey area in terms of legality I think... 🤔
