I think the world would be a better place if all males were required to try receiving anal sex just after turning 18 years old. Rules::

1. Has to be verified
2. A real dick with a condom for protection
3. A qualified lubricant, such as Astro glide or KY jelly, has to be generously applied
4. The penis has to be an average size, not super huge but not unusually small either. Guidelines are 4.75 to 6.2 inches in length, 4 to 6 inches in girth.
5. No high school diploma will be issued until the verification is issued.
6. Can be performed in a doctor’s office, hospital or a central government facility. Must be photographed for verification.
7. 18 year olds will not be allowed to register to vote in any elections until this is verified.
8. Doggy style elbows on the table position, the recipient does not have to see the person performing anal sex on them, however they will be allowed to if requested.
9. The recipient can request this be done by a passable transsexual top, and this request will be honored if such a willing administrator can be found within 3 months of the request. The request must be made in writing.
10. Recipient may have a female observing the procedure if desired.
11. The randomly assigned administrator providing anal penetration to the recipient will be licensed by the federal agency. They will submit to a physical examination and will also be anally penetrated by a certified male. This will be on a 6 month renewal cycle, and the same size range specifications will be used for the penis.
