He had to withdraw from Belarus after being fined by the government. His Central European University had to relocate from Budapest to Vienna after it was repeatedly attacked by the Hungarian government. $23.5m of money that he openly donated to progressive groups in 2003-4 failed to dislodge George W Bush.

Compare with Elon Musk who donated over $250m to Trump's successful election campaign and now wields direct influence over federal spending. The textbook definition of an oligarch.
