Yes when they say they want to end "Oligarch" rule they mean Oligarchs that don't donate to the Democratic Party.

As an aside, people use "Oligarch" when they want to imply corruption or malfeasance but use "Billionaire" otherwise. The words are used interchangeably.

Bernie speaks of them as people with a lot of money who want to control the rest of us- and he has millions of dollars and three houses. While he’s not a billionaire, he’s doing exactly what he says the oligarchs do- except most billionaires aren’t doing this.
