Translation "we can't stop you so we are going to pretend that we allowed it".

Kind of like how Trump decided to announce that he was permitting China to buy Russian oil. Which the Chinese correctly responded "they don't want or need his permission to buy anything."

I heard it was oil already in tankers and in foreign ports

And if anyone else had breached sanctions against Russia and Iran in the same way they would have been labelled "terrorists" 🤦‍♀
