Elect national leaders by the popular vote.

Change the Senate to use a 2/3 or 3/4 majority to confirm nominees. (Good-bye marginal/extreme candidates.)

Require the Senate to act upon Presidential nominees (get rid of the Majority Leader's pocket veto)

Set the national vote day as a holiday, and pull power over voting back to thr Federal government alone, with guarantees of mail-in voting, and severe & automatic penalties for election interference.

Clarify impeachment norms.

And make sure that a 10% vote by the members of a house of Congress will discharge a bill to the floor and expedite it for open and full debate, with no tabling or other delay or killing it until every member has been heard, with no "yielding one's time" to a different member.

Limit the power of the Pardon.

Limit the ability of a President to allow non-secure individuals to access national secrets.

Clarify automatic impeachment of the Executive, meaning of insurrection, and treason [asking a foreign power for help in (say) elections].

Force real ethics with meaningful enforcement upon the Court.

Clarify the Court's role in a way to exclude Citizens United-style decisions which impermissibly restructure the Constitution.

Add a duty to the truth as a requirement and oath for all Government service, and news outlets.

Amendments get proposed, debated, passed, and then submitted to the States for approvals. This is how the system works.

The Prohibition amendment you quoted above passed and became the law of the land.

Then a subsequent amendment passed eliminating this one.
