@Baremine absolutely. What people in California think is right or okay may be highly unacceptable to someone in Arkansas and because of that one or the other may believe that the people from that other state are "mentally slow"

@Baremine Well now, see right there is something that many would disagree with, many people would assume someone who believes in God is "mentally slow" but people who strongly believe in God and religion probably think atheists are "mentally slow"
