Probably depends where he lives. I used to live in London where it's very common to not have a car or even bother getting a licence, traffic and parking is a nightmare but public transport/taxis/Uber are pretty good. So no dealbreaker there.
Where I live now is more rural so the only reason not to have a car is because you can't afford it or you've lost your licence for some offence. Probably a dealbreaker.

I got my L's but no car. I did have one long ago. My brother got for me for my 18th Birthday. Cost him $60 and a bag of weed. He thought having it would encourage me to get my licence so I was kinda pissed off when in it got stolen a week later.

Probably depends on the age and the reasons. And like others said, location and where they live could be an issue.

If you lived in a big city with good public transportation like New York City I would say it's no big deal.
