I dunno about UK, but in Australia a clinical psychologist can, but a regular one can't
The difference between clinical psychologist and psychiatrist is that a psychiatrist can also prescribe medication because the went through both medical school and psychology school,
Whereas a clinical psychologist only went through psychology training
Or something along those lines

Not sure about the UK but in my country (and it's logical that) only a psychiatrist can diagnose, although a psychologist can infer to a diagnosis and make implications about it, but officially they can't diagnose.
