Likes on others comments have always increased reputations a bit. I assume the same with attributes because both are acceptable behaviors as according to this:

@DeWayfarer Ok. The user asked how to do a good report, not how to give good reputation.

@TexChik We try our best for this to be the case. However, what happens often is that as soon as we don't do what a user wants, that user will be upset with us and say we have favorites. Even if for many months/years we've been dealing with their requests.

We give many opportunities to most/all users (depending on the type and harm of the offense, of course).
But, we often get requests of users demanding us to suspend another user, just because of an one-off conflict they had, while the offender has 6+ years of good reputation on SW. We have to look at all the factors, before taking an action.
It doesn't mean we have favorites. We are simply trying to be fair to everyone.

And, many of the conflicts could have simply been resolved by just ignoring and/or blocking the other user. We can't spend our time looking at huge threads to try to figure out "who started" and "who's the victim". Most times, both were wrong, because they escalated the conflict for so long.

Also, VERY important - we need evidence for everything we do. Use the Report button.
