No. Any resiliencey you again is matched by the internal fucked upness you have to deal with.
Imagine the incredible things the oppressed people who survive and manage to come above their oppression could achieve if they didn't have all those obstacles and attempts to take them down to deal with.
Strength is in all of us. Pain is not a gift. We do not need it to realise our strength or who we are.

In some circumstances, yeah. It can force people to learn to stick it out in tough times and fight viciously for their rights. It can give people a sense of empathy for others in the same situation. On the flipside though, it can wear down people's self confidence and self esteem, drive them into a state of bitterness towards society in general, and otherwise break down their spirit.

That;s just nonsense peddled by the already powerful to justify making the lives of the oppressed even worse.

No.
Some things might, but clearly not all things. Some things don't kill you, but weaken you enough that some other thing CAN kill you!
It is often said, but wrong.
There are a lot of sayings which, if you stop and consider them, are really not very useful.

Unless it cracks you, it builds your sense of identity and makes you stand stronger, knowing that someone out there sees how worth it that it must be to go through all that effort to break you down .-.
But it depends on why though

No guarantees. What doesn’t kill you may still scar you for the rest of your life.

Not always. Hardships make people stronger if proper environment is given for growth later..abuses destroy life generally for good..

That was penned by Nietzsche who, remember, died in an insane asylum.
Not to say it can't be true but it's become a cliche

Depends on the person and the amount of oppression... You've heard of being institutionalised?

Yes like Jennifer Lopez movie where she beats her abusive husband up at the end and hurts him badly.

It’s hard to deal in absolutes but this is mostly true in my experience (so far).
