The pragmatic atheist in me wants to say yes. The moral humanist forces me to say no. The living has rights to there body even after death as does the family of dead.
Plus I am not sure if organs are usable in some of the more popular forms of execution.

Just because someone is dead, does not make their body public property.
Not to mention the very slippery slope of organ harvesting of priosners( a denigrate class) by a government system. Even more so in a government of a capitalist society
