Is this a legal citation?

Officer observes person operating a vehicle whom they recognize as Driving While Suspended

No traffic stop made

Same officer on a later date claims they observed same person DWS again

No traffic stop made

Officer looks up driver on FB and uses email found on profile to send citation

Maybe it's a clever way to entice the perp to contact the police department and expedite their arrest.

Let me tell you what happened to a friend.
He got pulled over, written 4 tickets.
The lawyer asked the cop why did you pull my client over. Cop says speeding. LAWYER asks can you show me which ticket is for speeding???
The cop never wrote a speeding ticket
Lawyer says I motion for immediate dismissal.
The judge tossed the case out.

If the cop in question did not pull him over he can not legally write or send him a ticket. Wont hold water in couert. Hire a lawyer. Get the case thrown out, and threaten to sue the police for corruption.
I mean, they should have pulled the person over, but maybe there were afraid they would be violent? I don't know. Technically, it's legal.
