Not all cops are bad, but very few cops are good. They might be good people outside of uniform but they are bad cops.
This is because good cops are very quickly pushed out of the system. You see, a good cop challenges the behavior of bad cops and holds them accountable. But the moment a good cop brings charges upon a bad cop, they lose all support within their department. They are ostracized, slow to receive backup, and generally bullied until they become ineffectual, toe the line, or quit.
In this case, a few bad apples is absolutely true because the other apples are capable of identifying and throwing the bad ones out of the bunch. The fact that they don't makes them also bad.
