The availability heuristic. Most people don't have any interactions at all with police in their daily lives, so they base their perception of them by what they see online or in the news, and since those platforms have an incentive to get people angry and keep them engaged, they mostly show the negative.
So people go on to have negative views about the police given what they see and with little to no exposure to anything else, the balance is easily tipped towards what you're describing
