I've encountered the same thing at my gym. This guy was taking at least 10 minutes between sets. He wouldn't even let me work in. He just sat there, tying up he equipment. I learned that it was easier for me to just move on to a different exercise.

Just one of the reasons I stopped trying out gyms. Always, without fail, someone hogging the equipment (except the treadmills and cycles).
