Interesting as always our different use of language. In the UK I'd never use the word handicap as it's generally considered offensive.

In PA I wonder how much care is given to handicap spots. For example at my local Walmart, all the cars in handicap spaces have no handicap placard and no handicap tag. Yet, nothing happens.
