In my experience men who catcall are doing it to assert their dominance. To either look manly in front of their friends or to bolster their own ego by making the target feel uncomfortable. I don't think they expect, or even want, a positive response from the target.
I'm always tempted to yell "wait, come back here! I fell in love with you instantly from that one crude comment!" Or something to that effect. But I may end up getting myself in trouble so I don't.

It is like saying I think you're hot. Well I got news for you I didn't ask and I don't care and I wasn't put on this earth so that you can be pleased and whistle to me about it from across the parking lot at Walmart and besides, I already know what I look like and I approve and that is what counts.

It is to do with delivery a little too. True, there are some women who would be offended no matter how something was worded. I consider myself to be nuetral. I'm not a 'cheeky' or flirty person and I'm not a really easily offended person either. I've been catcalled in ways that have been creepy and threatening, and I've had men walk up and compliment my appearance in a way that has made my day. I'll always remember a man walking up to me in a library and telling me he thought I was 'extremely beautiful' and just wanted me to know. I had a boyfriend at the time, otherwise I may have given him my number. He wasn't my type physically but the compliment made my day, and he delivered it in a very respectful way.

It's not a case of using it to attract someone, it's more of an indication of approval at someone's appearance, especially in the case of a wolf-whistle.
But times change, and 'butthurt' seems to be the default reaction for most folks, so rather than think of it as a confidence boost people are just overly offended.
