Cross-dressing is usually something someone does for fun; it's not the same as being trans, in which case the person actually feels they are the other gender. There is much more validity toward being a different gender, especially when so much of gender expression is societal vs. being another species.
I think depending on where you ask the question both could be scorned and both could be accepted. I think because gender dysphoria is medical condition people might be more accepting of it rather than someone who dresses like a dog which maybe they think is just a fetish thing. And of course for lots of cross dressers it is a fetish thing too.
I would say that republicans should defend his or her freedom to do as they wish.

The core is that you can't get a job or pay rent or buy groceries if you act like a dog. You either get rehabilitated or put away for everyone else's well-being
