If somebody was suddenly laid off for whatever reason but it didn't end on bad terms

And tried to apply somewhere else would an employer look at that and be more likely to hire them?

Lay offs don't typically reflect bad. Being fired is different. Being laid off is not a positive either though. You'll be in the same group as those that haven't worked in a while which tends to be less preferable to those still holding jobs and looking to move around.
