If you check on the etymology, you get varying explanations. Some relate its origins to the Spanish chica, others to the British slang of bird for woman. As for the U.S. most agree it was popularized the African American slang in the 20's, which became more widely spread with the novel Elmer Gantry.
My own guess would be that it all started with older, nurturing women being compared to mother hens looking after their chicks, so it only became natural to refer to girls & young women as the chicks.
