Calling it "vegan hose riding" may well be a joke. Hobbyhorsing is very real and I would submit that it is more of a sport than actual horseback riding is. With hobbyhorsing the athlete is actually running and jumping, rather than the horse doing all the work for her. It looks silly (which I think is actually part of its appeal) but does require a certain level of athleticism. I'm sure people thought table tennis and foosball seemed silly before they caught on in a big way.

Veganism is against the exploitation of animals for human uses including entertainment or pleasure like pets. So this and pet ownership is an oxymoron.
In fact the only true way to be vegan is to be dead. As being alive is taking oxygen and other resources away from some animal that could be using it instead.
