Charging to use public bathrooms would be a huge mistake. If someone has got to go they will regardless of being in a bathroom. Then someone is going to have to clean up that mess. And it would discourage people from frequenting a restaurant if they are having digestive or bladder issues.
Tipping is considered a gift. Tips shouldn’t be taxed nor should customers be pressured into giving them and definitely not added to a meal receipt.
