Make employers pay their staff better wages. Start having restaurants charge for water and raise prices on all menu items to make up for increasing wages

I imagine a lot of people would stop going to restaurants altogether if they did that, and that’s not what those businesses want. Many that still exist here barely survived the pandemic.
