I consider there is something to be said about a place where people can gather and have some enjoyment. Possible healthier than being isolated.
As for the reason I expect we would find many: including the rise in the cost of living, increasing taxation so probably more in areas there is either less foot fall. Do drink but can afford it less and less. Or where people would need to travel to.

When we visited England a few years ago, we spent most of our time around London. We did manage to wander the countryside for two days, and we totally enjoyed every pub we visited. They among our favorite parts of the trip.
