I consider there is something to be said about a place where people can gather and have some enjoyment. Possible healthier than being isolated. As for the reason I expect we would find many: including the rise in the cost of living, increasing taxation so probably more in areas there is either less foot fall. Do drink but can afford it less and less. Or where people would need to travel to.
