Restaurants make deals with producers and/or distributors of wine for their "House Wines"
That is all....
Dependent upon the level of Establishment Quality, "House Wines" can be of wide variety of appeal and uniqueness.
It is not uncommon for Great restaurants to have a wonderful selection of house wines that aren't some mass-produced swill

There are dwarfs in the cellar, producing, 24 hours a day non stop!
Pro tip. Never ask for the 'House Dressing'. Don't get me started!

Most restaurants aren't actually " fine dining establishments" sooooo its all baloney mostly.
Just some cheap wines picked by management to recommend if you are on a budget. They have deals with the winery to buy their wines.
They have nothing to do with the restaurant itself in 99.9% of cases.
