Why are mustard packets sooo much harder to open than ketchup packets?

I think it's because most mustard packets are made from two different kinds of cheap plastic, where one is clear so you can see the mustard. Ketchup packets are usually all made from the same, easily-tearable, foil-like material, so they're easier to open.
