Usually the cane was administered by the Headmaster, though in private schools, prefects might.
Always over trousers or knickers.

My dad never disciplined me but my mum did, unfortunately for me our next door neighbours was the school caretaker mrs Broad so I didn’t get a way with anything at school and also she supplied the canes for my mum and held me over the chair while my mum caned me!!

@Miles1970 Same here. The slipper was used a lot in junior and secondary school. The cane was rare in junior school but used quite a lot in secondary school.

@smacked30D I got it in class bent over a desk. I got the cane bent over a desk in the headmaster's or deputy headmistress's office. Only got spanked OTK in infants' and first years junior school. I sometimes got spanked OTK when older in different situations.

@NortiusMaximus when I started grammar school it didn’t take long for most of us to have received a whacking. Some boys who were generally well behaved, feeling left out having not been whacked, deliberately misbehaved in order to “join the club” with the majority of us.
