Is wearing a dress to school overkill? Idk why but it feels like it

There was a time when schools only allowed girls to wear dresses, but not like those.

A girl I went to school with, once the warmer months hit, would wear the shortest dresses and skirts. One day she even went without panties. To be fair it was the very last day of school before graduation.
