when you are asked to provide an 'emergency contact' and you don't really have one...

I have no significant other, and no family nearby except my 7 y/o daughter who lives mostly with my ex.

My closest family is my adult kids 150 km away. Not providing an emergency contact is usually not allowed.

So I usually put my eldest daughter down but if I got in trouble she's not nearby.

I have been alone almost my whole adult life with no family.
As an emergency contact I use my one friend I keep in regular contact with. He is 78 and not in the best of health so if he was to pass away then I would have no one as a contact.
If I remember rightly, I was once hospitalised and told them I do not have an emergency contact. The hospital did not pursue the issue.
