If someone did something which hurt me, should I tell them?

I always say nothing or "no problem", but I think I'm a pushover because of that.

If you are coming here to sound out your conundrum, you have much deeper issues. You should not be bringing these types of questions here. In it's staid, you should be seeking guidance from close friends and family members who's guidance you respect where you live. This place is not the right platform for your relief LJ.
