A country is an entity and we are the constituents.

In my head canon, a "country" is the physical space under the control of a "nation." The country is America. The nation is the United States of America.

"Constituents" depends on how you're defining that term, in the general meaning of being the parts that make up a whole, or the political meaning the people who can vote and reside within a nation's country. Both might be appropriate, or perhaps partially true but not complete.

As I said, this is just how I think about it in my head.

A country is a corporation and we are the products.

A country is a prison and we are the prisoners.
