Was there really almost a nuclear war back in 1995?

I was reading about a situation called the [b]Norwegian rocket incident/Black Brant scare[/b]. Basically, Russia mistaked a rocket that was launched by Norway and the U.S. to study the Aurora Borealis, for a U.S. Navy Trident missile and started freaking out. So Russia's president was ready to press the button to hit a retaliatory nuclear strike against the U.S., until it was determined that the missile was just a harmless rocket. I would have only been six years old when this happened and I don't remember it at all.

If Trump had remained US president there would definitely be a war with China and/or North Korea by now, and both of those countries are affiliated with Russia/USSR/whatever due to their shared re.ligio-political ideologies.
