Talk to the people who have to rescue animals from people who thought they could take care of exotic animals then found out they couldn't.

We're giving things that are irrational and so detract from the good rights. The "expanding circle of care" seems to be like a fungus, depleting what's inside and surviving only on the margins.
@Alyosha I think paradoxically poachers will still kill off animals and the only way to rescue them might be breeding by the private owners.
