I work at a papermill. We use up to 60% recycled fiber for some of the paper and pulp produced. Different demands from different customers are the reason why more or less is used.Some customers demand virgin paper or pulp.
A large amount of the fuel we use is recycled wood products or waste wood as well. Tree bark, sawdust,demolition wood, ground up stumps.
Or in another form of boiler waste chemicals from treating the wood chips and paper pulp.
The steam produced from the boilers is all combined and ran through a series of Steam turbine generators and then off into the mill to be used in the various processes. Making a large amount of electricity to sell off and still power the production side of things.

Depends really. Regional demands and resources are huge factors, and if there is more demand for paper (think writing, copiers, etc.) then that's where the bulk will go. Also, if a region has more access to trees and wood (for instance, the pines here are a favorite of paper companies and grow fast), it can be more inexpensive.

Once all used paper is recycled and all recycled paper is reused, I’m not hung up on my TP’s source. We have a long way to go to increase the the public’s recycling efforts. And then there’s the issue of North Americans consuming far too many resources on a per capita basis….
