Serious question: why isn't all toilet paper made of recycled paper?

Once all used paper is recycled and all recycled paper is reused, I’m not hung up on my TP’s source. We have a long way to go to increase the the public’s recycling efforts. And then there’s the issue of North Americans consuming far too many resources on a per capita basis….
