Serious question: why isn't all toilet paper made of recycled paper?

Depends really. Regional demands and resources are huge factors, and if there is more demand for paper (think writing, copiers, etc.) then that's where the bulk will go. Also, if a region has more access to trees and wood (for instance, the pines here are a favorite of paper companies and grow fast), it can be more inexpensive.
