Girls who are immodest in the locker room

Why do some girls change from their sports bra to their regular bra in the locker room, and not cover their boobs while doing so? I find it so annoying. Aren't they embarrassed? Do they not have any shame at all?

I find it slutty. I didn't go to school to see other girl's boobs.

In the United States, we are dealing with MEN pretending to be women, with their complete genitalia, exposing themselves to the girls in the girls locker room. Forgive me if I don't find the issue of girls exposing themselves to other girls too shocking.

In fact, I feel shocked every time I watch television commercials lately.
