Do you have any crazy neighbors?

My upstairs neighbors are crazy as hell, always yelling and cheering and running around...lol.

I don’t know about crazy because I don’t know him well, I know he’s a lousy handyman, seems shady, and was previously incarcerated. I’m a bit cautious about him
