I know this one tends to get people fired up - That everybody should be sterilized at birth, and only once they've reached maturity can they take a test to prove they're mentally and financially able to support a child, is the sterilization reversed and they're allowed to reproduce. But once the kid is conceived and born they're sterilized again, and if they want another kid they have to apply again for the license to have a child.

@Allelse very original idea. I sure hope the authorities are wise as they make life or death decisions.
