@TheSirfurryanimalWales We do have to get a budget approved every fiscal year, but some portions of the budget may have imposed time limits. Some elements might extend for 6 years and then expire.

Typically a shut down only happens when Congress is at war with itself over major pieces of legislation.

In the present case, the Democrats approve of every element of this "continued resolution" (CR) or temporary budget, but are stamping their feet like spoiled children because they want approval of illegal immigration, and all the Dreamers in addition to the DACA adults, and they have halted budget approval even though no portion of this CR contains anything to do with immigration.

Schumer told Trump that he was only going to agree to a tiny smidgeon of the money Trump had requested for the wall, and Trump is telling everyone that he will not discuss DACA at all until the budget has been approved.

Schumer and the Democrats are holding the budget and all of the American people hostage so that they can have their way.
