It's a Hawaiian gesture, often called the "hang loose" hand sign. It's associated with partying to surfing. People do it to express enthusiasm at doing something fun.

@TanMiaoMiao Lol no, the one you're thinking of is "the shocker" which is this thing. It's a sexual gesture which is supposed to symbolize fingering a woman's vagina with two fingers and her anus with one finger.

@TanMiaoMiao It's a lot of fun. I learned to surf because I lived in Tahiti for six months and all the natives do it, so I did too. The most popular brand of fruit juice in Tahiti is called Rotui, and there was this guy who drove a Rotui delivery truck that would go surfing every morning before work on the beach near where I lived. It was the Rotui truck guy who taught me how to surf, and then I taught my dad.

@TanMiaoMiao It's not my country necessarily, it's because I travel a lot. I've lived in 11 different nations, from South Korea to Canada.
