Its what they used to teach people before computers and typing. Its a way of writting fast. It was invented in the 15th century and lasted till the mid 1900s

@GuyWithOpinions it is still taught and used in some USA schools to this day! Not many unfortunately.

BTW it was common until the 1990s! Not mid 1900s. Even I wasn't born then.
