The best way is to start speaking. The more you do, the more you will get comfortable with the language. Also, listening helps with speaking. If you hear English spoken around you, maybe in TV shows or elsewhere, words and expressions will naturally come to you.. the more you hear it, the more your brain retains it long term and you start using it as you speak.

Study patterns. Patterns are everything. All languages, including English, consist of a small set of patterns which are combined to form new sentences.
Speaking a language = being able to generate new sentences by using pre-defined patterns.

Surround yourself with the language.

Ideally, find some friends that you agree to talk only English with so that you can practice your pronunciation and get used to switching from one language to the other on a regular basis.

I'm learning Dutch, and it's helped me to identify a few close friends that I can practice typing in Dutch with. My sentence structure still sucks and I haven't yet ventured into speaking Dutch but I'm recognising the general gist of what is written without a translation in some cases now.

I think immersion is the best way. Either by speaking it as much as possible or listening/watching English language TV and radio. It's a good way to pick up intonations and some of the nuance of the language. I also think some of it may be influenced by where you are. In areas where English as a second language is very common, most native English-speakers will appreciate the effort and just roll with any hesitations or misuse of words. Much more encouraging than in places where there isn't a large population of immigrants.

Speak with more English speakers. But do it through actual vocal discussion. Don’t limit your learning to just reading English. It’s better to speak it.
